The universal handshake encompasses only one rule: shake with the right hand and make sure it's firm. But that's not relevant nowadays as the original handshake has been modified into an array of different handshake methods ranging from the 'broski' handshake to the 'pound.' It's just plain embarrassing when one person makes it awkward by not knowing what gesture to use.
The Cameron Brothers comically depict this handshake disability as one of those commercials that attempts to raise awareness for issues such as impotence, Alzheimer's and depression. It shows a young man's inability to do handshakes and his embarrassing 'disability.'
