PIVVZZA is indeed small; so small that the kitchen is hardly separated from the dining area, and there's certainly no space for storage. In order to accomodate the shifting amounts of patrons in the restaurant, its stools can stack into one another while still maintaining the same shape. This means that the restaurant can effectively "store" unused stools without having to hide them away in a storage room (a room that it simply doesn't have available.)
