Richard J. Berry, the mayor of Albuquerque, delivers a talk on the homeless for a TED event, which shows how they can be supported and empowered to make positive changes in their lives.

Berry begins by highlighting how common it is to see people panhandling on the street, and how there are better ways to help those in need than giving them a few dollars. Due to the fact that many people refuse to give money as they believe it will go towards fueling someone's addiction, Berry shows that making employment more accessible is the best way to support someone.

Berry continues his talk on the homeless by describing the 'There's A Better Way!' imitative, which features a branded van that goes to areas that have panhandlers, and offers those there the opportunity to go out for a day's work. In order to make initiatives like this work, Berry states that it's vital to have caring individuals working behind them, as well as a great non-profit partner.

After spending the day on the job and receiving a lunch, the There's A Better Way! initiative connects panhandlers with counselling services. Through this, Berry has given people in Albuquerque a chance to make a full day's wage, while they help to clean up city blocks. With this example, Berry shows that there's more constructive ways to help those in need, and that doing so takes just a few steps and the right people.
