I don't know why this didn't happen sooner, but the Tube-Free Toilet Paper is now available. No longer will your toilet paper have those wasteful rolls within them to maintain their roundness.

Although Scott won't divulge its secret tubeless technology, it is based around a new winding system. This greener product should significantly reduce the 17 billion toilet paper tubes produced annually in the States.
