Designed by Arcadis, this "32-story tower integrates modern architecture with functional design, offering both luxury hotel accommodations and multi-family rental residences." The building’s design reflects the character of downtown Toronto, featuring an arrangement of 'floating boxes' that serve different functions, complemented by copper-colored circular patterns inspired by the nearby Moss Park.

The structure’s dynamic design is further emphasized by diagonal beams and staggered balconies, contributing to its contemporary aesthetic. TOOR presents a distinctive approach to mixed-use development by combining "hospitality and residential living as the lower and mid-levels accommodate a boutique hotel with 232 guest rooms, while the upper floors feature 181 premium rental units."
