The Icolo e Bengo Aerotropolis masterplan expands around Luanda airport as a large-scale urban framework designed by Foster + Partners in collaboration with Angola’s Ministry of Transport. The vision positions a 13,480-hectare site inland from downtown Luanda to transform the existing Dr. Antonio Agostinho Neto International Airport into a regional hub for business, education, innovation, and hospitality.

Three new districts: a high-rise business and cultural quarter to the north, a research and residential zone to the west, and a hospitality-focused area to the south overlooking Quisama National Park — are linked by a continuous green loop that supports walking, cycling, buses, and trams while integrating public space and ecological corridors. The masterplan’s layout aligns the urban grid with runway orientation and prevailing winds to boost natural ventilation, and incorporates passive design strategies and green energy infrastructure, including photovoltaic arrays near the airport.
