Microsoft is testing a new way to access Xbox Cloud Gaming without an active Game Pass subscription. The playtime packs will let Xbox Insiders stream games they already own digitally, along with select free-to-play titles, without committing to a monthly membership.
The introductory offer starts at $3.99 for 10 hours of cloud gaming. Purchased time does not expire, so players can use it whenever they want, and sessions are ad-free. The feature is currently available to Xbox Insiders, with a wider rollout planned for November.
The new packs offer a more flexible option for players who only use cloud gaming occasionally and would rather pay for individual sessions than another subscription. They also give Microsoft another way to generate revenue from players’ existing digital libraries, separate from its Game Pass membership model.

What's Driving This Trend
- Pay-as-you-go Gaming
- Flexible time-based access models create room for platforms to monetize occasional players without requiring full subscription commitments.
- Non-expiring Digital Credits
- Stored playtime balances introduce a convenience layer that can make cloud services feel less risky for infrequent users.
- Library-based Cloud Access
- Cloud streaming tied to owned digital games expands the value of existing purchases while separating access from membership bundles.
Who This Affects Most
- Cloud Gaming
- Usage-based pricing can broaden the market by serving players who prefer sporadic access over recurring monthly plans.
- Video Game Publishing
- Publishers gain new distribution potential when owned titles become playable through paid streaming sessions beyond console hardware.
- Digital Entertainment Subscriptions
- Hybrid payment structures signal a shift toward more modular entertainment access that sits between ownership and subscription models.
