In form, this He Hao Chen invention is a generic waste paper basket. It takes a flaring cylindrical shape with a sufficiently broad rim, making it a nice wide target for throwing in tissues and such from a distance.

But what the Laser Trash Can has that others do not is a small slot in the upper edge. This is part of a mechanism that automatically dispenses and fastens red bands to the gathered neck of your plastic bag as soon as you insert it.
