No, it's not just a have-a-nice-day gesture. The balloons help the delivery person to find the drop-off point. People who order a pizza can have it delivered to the location of their choice. Clever.
Implications - There is no easier way for a corporation or brand to create immediate brand awareness than by altering a time-honored tradition with a ridiculous publicity gimmick. By thinking outside of the box and unabashedly maintaining a marketing gimmick, the company can capitalize on the attention by offering a strong product to consumers whose interest sparked from the PR stunt.
