They monitored the massive Internet following that was started on Flickr “song chart meme” and wanted to incorporate this Internet sensation to focus not only on song charts, but also on things like movie quotes and other pop-culture references. 

They wanted to give it a home where anyone, not just Flickr users, could get interactive with commenting and rating their favorites.

It’s on the verge of becoming viral, and could well become the next big web addiction for many.
