Perry Watkins has attempted to create the smallest street legal vehicle with his repurposed kids toy.

The car measures 39 inches tall, and 26 inches wide. It only reaches 40 miles per hour, but gets 70 miles per gallon. To call it a clown car is a stretch, and if anyone can make a smaller car, I doubt any regular height human can get in it.
