He is offering the reward to the software developer that can create the most "innovative and disruptive programs" for Facebook. Over 4,000 applications already exist (including Trend Hunter's!) and Zuckerberg realizes the impact they have on the community. "We're doing this at Facebook to support the ecosystem and help it grow," he said.
Anyone can submit an application which will be reviewed by a panel including Zuckerberg, "If we think the project is good we will give a grant for somewhere between $25,000 to $250,000."
