Because it is legal tender it still must be reported as a financial gift. Where does this stop? when she uses bunched 500 euro notes as packing material? Amazingly enough, this really isn't a new way to transfer money from one to another- it is a very common method, black market, to transfer capital from one individual to another in another country. (sometimes they do paint the bills with a water soluble solution- but it is the same thing. I also bet she's getting this "wrapping paper" as a write off via her husband's lobbyist group. Manipulate industry the old fashion way, have your house staff donate... and pets.... and children...
