The top section is for things that won't be needed repeatedly, like lunch for instance. The bottom compartment is meant for things needed frequently or quickly, like gloves or multiple camera lenses.
To access this swing-around compartment, the user simply pulls on a metal tab that unlocks and swings the bottom section around to the person's front.
