A very interesting idea, and simple really! Charge all internet and mobile phone accounts in Canada a levy and allow unlimited free downloads of music for personal use.
The Song Writer's Association of Canada has proposed a monthly $5 Levy charged to all mobile accounts. If this happened, all 13 million of them that would net a monthly $65 million just in cell phones. There are an estimated 9 Million Internet accounts in Canada as well. That would be an additional $45 Million to 1.32 Billion a year in revenues.
