Growing and selling pot is illegal under federal law, but allowed under a California law that allows the medicinal use of the cannabis plant. A number of people have suggested that legalizing marijuana for recreational use would be a smart financial move for the state.

This debate isn’t new. On 4/20 every year since 1971, a group has met on Hippie Hill in Golden Gate Park in San Francisco to promote legalization by publicly smoking pot.
