The source doesn't provide much information, but the picture suggests this may be a slight misnomer. Although the rider certainly appears to be pedaling in bicycle-like fashion, there don't appear to be any wheels (I know, you don't need any if you're surfing). Unless, that is, you just can't see them, and the Surfbike is intended to be amphibious.
I guess we'll just have to wait and see! Interesting idea, nonetheless.
