No... this isn't a new humanoid species that can live under water. This is an art exhibit in the 21st Century Museum of Art of Kanazawa.

Designed by Leandro Erlich, this illusion is accomplished by two clear acrylic sheets with water in between and a little on top to hide it all. The people are, in fact, "under" the water. When they look up, it looks like an aquarium.
