The company touts that this is its most expensive piece of [downloadable content](https://www.trendhunter.com/trends/the-war-within) ever created, meaning it cost more to make than the largest DLCs from its award-winning title 'Witcher 3.' If a correlation between budget and content is to be assumed, Phantom Liberty will likely add a significant amount of gameplay to the futuristic shooter. The company clarified that Phantom Liberty will be the only major DLC for Cyberpunk 2077 before the publisher moves on to future projects. This new expansion introduces the character 'Solomon Reed,' an agent of the 'FIA,' an in-game organization introduced to the players in this new story. Additionally, Solomon Reed is played by Idris Elba in both motion capture and voice acting.
