The contact tracking app was developed by [Microsoft](https://www.trendhunter.com/trends/microsoft-teams-1) developers at the request of the [Japanese government](https://www.trendhunter.com/trends/farm-suzuki), and it was created with technology from Apple and Google. The app is named COCOA, which stands for [COVID-19](https://www.trendhunter.com/trends/holographic-consoles) Contact-Confirming Application, and it operates using Bluetooth data which can detect other devices within a meter of space for over 15 minutes. Following a positive COVID-19 test, the app will notify all other users that came into close contact with the positive Case. As more people use the app the effectiveness will increase.
