Blueseed is a floating city that would rest in international waters, away from controlling politicians. Touted as “Silicon Valley’s visa-free offshore start-up community” on its website, Blueseed would be home to tech start-ups from around the world.

Anchored off the coast of California, Blueseed would lie outside the 12 mile limit for U.S. territorial waters. Accessible by boat or helicopter, Blueseed will allow companies on board to hire people without worrying about visas, work permits and any other obstacles that might stand in their way. Venture capitalist and PayPal co-founder Peter Thiel already pledged $500,000 to Blueseed while 133 tech start-ups have requested space on the ship.
